Such cartoon icons as Little Annie Rooney, Dumb Dora, Der Kaptain, Hans and Fritz, Krazy Kat and Ignatz Mouse are present in the game.
Essentially, this is a trick-taking card game. The dealer chooses a suit to be a penalty suit. After all the tricks are taken, each player puts one coin in the pot for each penalty suit card taken. If any players take no penalty suit cards then they win the pot.
For a card game dating back to the 1930s, All-Star Comics Playing Card Game is in good vintage condition. Though the box top and bottom show dirt marks and smudges, the comic graphics on the top are still clear to see. The box shows minimal edge or corner wear. The playing cards, which come in four suits of eight cards along with three special cards, are in good shape. Some cards are also marked with spots, and only three of them are creased. None have frayed edges. The instruction card is slightly yellowed with age, which is to be expected for a game more than 80 years old. Included with the game is a marketing sheet that promotes four other Parker Brothers games.
